The municipality of Pili, as the provincial capital of Camarines Sur, which has a pressing
need for social spaces where they have limited access to social areas due to its lack of
opportunities for community interaction and cultural expression, is an important factor in
developing a sense of identity and belonging. However, existing social spaces in Pili are
limited by area and accessibility issues, which makes them inadequate for a community
center catering to social needs.

In response, the design concept “PINILI” transforms an underutilized lot into a lively
social space that focuses on inclusion. “PINILI,” from the Bicolano word for “chosen,”
signifies a deliberate selection to create a space that fosters connection, inclusion, and a
sense of belongingness. This social space will also include shaded gardens, interactive
play zones, iconic toilets, art installations, and stalls, serving as a multifunctional space
for recreational, educational, and cultural celebration activities.

The library facility, one of the key features in this design, is a response to the dire
shortage of a public library in Pili. Called “ISKOLARIUM,” the library functions as a
community place for curiosity and learning. It welcomes into inviting and comfortable
reading areas, collaborative workspaces, and venues for community events and
gatherings. At its core, its design features a dome structure taken from the organic shape
of the “pili nut” for shade, maximizing sustainable and eco-friendly architecture.
“PINILI” has an overarching design that not only looks to fill current deficiencies in
social infrastructure but also honors specifically Pili’s vibrant culture. Its goal is to
provide an inviting space for all, with areas for relaxation, play, study, or cultural
activities. In addition, incorporating sustainable design principles guarantees that the
facility not only meets current challenges but is also relevant and beneficial to future
generations.

This design allows Pili to evolve as a prosperous provincial capital that prioritizes its
people’s wellbeing. PINILI and its community library, ISKOLARIUM, continue to strive to
become a legacy that connects community, brings inclusivity, and amends pride of the
place. As a result, this initiative aspired for a future. The people of Pili are people that
have a space and time that resemble their identity, a means of fostering growth, people
working together, and cultural preservation.
